Advancing in the ranks does not depend on your level but a combination of attributes, hideout and crew level, activity, and contributions. Below you will see the highest to lowest ranks.

BLACK SPOT-
members with this are in danger of being kicked out of the fleet. Get a hold of me quickly, trouble is brewing for you. Part of the fleet rules are to remain active. 5 days of inactivity will get you a black spot, 7 days will get you kicked. The only way to avoid this is to notify me ahead of time if you plan to be inactive for a period of time. Exception can be made. If you have a black spot send me a message and I will remove it.

Fleet Officers- also a majority of the the crew council are experienced players who chose to stay in this fleet. They are knowledgeable about the game and are skilled. They have the ability to edit the fleet and it's members. To be promoted from Fleet Officers to Senior Officer you must distinguish yourself as a leader and teacher, participate actively on the forums and the fleet.
*Have the ability to edit fleet/fleet wars, manage members, mass mail, upgrade, do fleet crime, send, loan, sell, market and repeal equipment
Officers In Training- OITs are experienced mates who are learning to be commanders. They are knowledgeable about the game, and skilled. They are in the process of honing their leadership skills and learning the game skills necessary to successful command. To be promoted from OIT to Fleet Officer you must Demonstrate you are an active player, recruit new members to the crew, successfully aid in the training of a new player (to be guided by a fleet officer) and be approved by the crew council and leader.
*Have the ability to edit fleet/fleet wars, manage members, mass mail, do fleet crime, loan, sell, market and repeal equipment
Pirates- are the more experienced mates who form the backbone of the crew. Pirates may just be enjoying the game, or they might be trying to prepare for officer training. Pirates are encouraged to volunteer for duties when the Fleet Officers are unable to. Pirates are also encouraged to assist our neophytes. To Be Promoted you must train for gunnery or swordsman, be certified by an officer as being able to complete various tasks in our fleet, be loyal and honest to our fleet, contribute, assist fellow members and be able to offer assistance to noobies.

Neophytes- are new mates to the crew. They're learning the ropes, and should be improving their attributes through training. They must make remain active and contribute as much as possible. To be promoted you must be certified by an officer as able to follow orders and target in battle

We are a training fleet. All members are permitted to remain in the crew for as long as they want, until they decide they're ready to move on to something else. As you can see there is also a promotion path for members who choose to stay within our fleet in order to support the training mission and build our fleet up.
